Services provided by the Authority in the field of document management

1. Provide guidance and advice to government agencies on how to manage their documents properly.

2. The establishment of awareness workshops to clarify the important points and mechanisms in the document management project and the electronic documents for the various stakeholders and the parties to be covered by the project in its first phase.

3. Conducting training workshops to explain the national procedures manual for the management of electronic documents to provide policies and controls, and the best practices and procedures to be taken in all government agencies to manage electronic documents.

4. Self-evaluation of the entities involved in the first phase of the project, which is a form containing the necessary and important factors that affect the success of the application of the system. A high level of evaluation in the organization means that it is qualified for the successful implementation of the system, while the low rate of the organization means that it is still not ready to implement the system in a complete and successful.

5. The technical evaluation of the systems currently used in the bodies, which is a form in which the existing systems in the bodies, whether for correspondence management or document management, are evaluated to assess their compatibility with the national procedures manual for electronic document management and to identify the shortcomings and the possibility of upgrading them or replacing them with the electronic document and document management system.

6. Test the compatibility of different systems of electronic documents and documents management in the entities that developed their own systems.

7. Follow up the application and testing of existing systems in the regions.

8. Assisting the parties in selecting the company and the best and most appropriate system for them through providing guidance and advice.

9. Participation with the authorities in the field of change management

10. Using the system, and the project tender document as a reference model
(reference implementation)

11. Provide a methodology document for the work of the project, which helps the body to choose the appropriate methodology for the implementation of the project management system documents and electronic documents.

National Test Center

What is the National Testing Center

It is a center for testing and certifying Electronic Records and Document Management Systems (EDRMS) based on NRAA`s National Standards and Guidelines and the Functional Specifications (ISO 16175). This includes systems used by government agencies, or those systems being marketed by companies in Oman to government agencies. Moreover, this center is operated by the National Records & Archives Authority.

Objectives of the Center

The National Test Center seek to achieve the following objectives:

1.Ensure that all EDRMS in use by government agencies in the Sultanate of Oman are compliant with the national standards & guidelines for the management of electronic documents and records.

2. Provide a useful reference for government agencies, which includes details of compliant EDRMS systems, to facilitate their procurement of such systems.

Scope of work of the National Test Center:

1. Formal testing of EDRMS solutions where the testing criteria are based on NRAA`s national standards & guidelines and the functional specifications (ISO 16175).

2. Issue Certificate of Compliance for systems that are successful in the format testing. This will give the companies that are certified the priority to participate in EDRMS tenders.

3. Prepare lists of all such certified systems which will be circulated to all government agencies in the Sultanate of Oman.

Who can apply for certification testing?

1. All government agencies and government-owned corporations
2. All companies with EDRMS-related products that they wish to market in the Sultanate of Oman

Training workshop to explain the manual of national procedures for the management of documents and electronic documents

The National Documents and Archives Authority organized a training course ?Exploring the National Procedure for Document and Electronic Document Management? for five days from 6 March 2016 to 10 March 2016 at the Institute of Islamic Sciences at Sultan Qaboos Grand Mosque. The workshop targeted the government agencies involved in the second phase of the electronic document and document management system. The workshop was attended by more than 140 employees representing 43 government agencies from IT specialists and document management. The workshop aimed at explaining the guide of national procedures for the management of documents and electronic documents, and explaining the concepts and basics of electronic documents and documents management, where the topics varied during the five days of the workshop.

Workshop on ?Document and Electronic Document Management System?

The National Documentation and Archives Authority organized a workshop on the ?Document and Electronic Documents Management System? project to explain the National Procedure Manual on the Management of Documents and Electronic Documents, in the presence of His Excellency Dr. Hamad Bin Mohammed Al-Duwaiani, Chairman of the Authority and a number of concerned officials in departments and sections of documents. And the archives, which was held on Sunday morning lecture hall of the Ministry of Oil and Gas, targeting 22 government agencies and the presence of approximately 120 trainees from these bodies, which is covered by the project in the second period (2016-2020). It should be noted that the workshop was for 5 consecutive days in the period from 30 August 2015 to 3 September 2015. Where the team of the system explained the manual of national procedures for the management of electronic documents and documents, and clarify the procedures and best practices for this area, and give exercises that illustrate the idea and explain the information in modern and sophisticated ways.
